What the report says

South Africa’s community developers are being presented as an important link between residents and the state in a new analysis republished by AllAfrica from The Conversation Africa. The article, published on 3 November 2026 and written by Lesedi Senamele Matlala of the University of Johannesburg, argues that many people experience government through separate departments and local offices rather than as one system, which can make it difficult to know where to take complaints about services such as water, housing, grants, clinics and waste collection.

Drawing on interviews with 12 community developers working across six provinces, the analysis says these practitioners help residents organise around local problems, explain government procedures, and pass community concerns to the correct officials. The roles described include mobilising residents, translating bureaucratic processes into plain language, coordinating with public institutions, and following up on issues after they are reported. One example cited is a waste and sanitation initiative in Rustenburg’s Sondela informal settlement, where community action was supported by outside and provincial backing.

The piece says community developers cannot replace government’s responsibility to fix roads, restore services or answer complaints, but they can make it easier for communities to be heard and for problems to be documented. It also notes that these workers face practical limits, including limited resources for transport, venues and follow-up. The broader policy point is that municipalities and departments should treat them as part of the infrastructure that helps government respond to citizens.
