MoH Denies Suspending Arua Doctor After Pocketing Row With Minister Kawooya

What the report says
Uganda’s Ministry of Health has clarified that Dr Robert Candia, a senior dental surgeon at Arua Regional Referral Hospital, has not been suspended and is continuing his duties. The statement came after a viral video showed Health Minister of State Anifa Bangirana Kawooya ordering his suspension during a hospital oversight visit over how he addressed her.
According to the ministry, the reported disciplinary action did not take effect and any matter involving a public servant must follow the country’s established administrative and public service procedures. Permanent Secretary Dr Diana Atwine said health workers should maintain professional standards, but also continue providing uninterrupted care to patients.
The video sparked debate online and among health sector stakeholders because Kawooya was seen expressing anger over Candia keeping his hands in his pockets while speaking to her. The ministry’s response appears aimed at calming the dispute and reaffirming that formal process, rather than an on-the-spot decision, should guide any sanction.
The Uganda Medical Association also weighed in, criticizing the reported suspension and arguing that leaders should not discipline health workers outside the law. The association pointed to wider pressures in the health system, including understaffing, shortages and long shifts, as reasons why the issue has drawn attention beyond the individual confrontation.
