Rubanda Committee Flags Drainage and Road Safety Concerns in Works Inspection

What the report says
Rubanda District’s Finance, Works and Planning Committee has urged extra drainage and surface upgrades after a two-day inspection of road and infrastructure works in the district, according to Nile Post. The monitoring exercise ran from October 12 to 13, 2026, and reviewed both ongoing and completed projects aimed at improving road durability and service delivery.
During the inspection, the committee examined several locations, including the 11.5-kilometre Harutenga–Nyamasizi–Kabandama–Habushororo road, sections of the Kacwekano–Kiraro–Kyabahinga–Habutiki road, drainage works along the Hamurwa–Rwondo–Kabisha–Mukisa–Nyakatare road, and the Kakore–Bugiri crossing. Members said some road stretches need additional culverts and spot murraming, especially on slippery sections that become difficult to use during rainy weather.
The committee also raised concerns about safety for residents living near trench and check dam construction sites, warning that poor drainage planning could affect homes and property when rains are heavy. Adrine Tibenda, the councillor for Habuhutu and Kashasha Town Councils, called for environmental safeguards during construction, while Wilfred Arinda Nsheeka encouraged residents to help maintain completed public projects.
Vincent Kibuye, the district’s Secretary for Works and Planning, welcomed the oversight exercise and said monitoring helps ensure district resolutions are implemented. The inspection is part of broader efforts to improve accountability, protect public investment, and make road infrastructure more reliable for local communities.
