LGPAC Commends Wakiso District for Demonstrating Value for Money

The Parliamentary Local Government Public Accounts Committee (LGPAC) has praised Wakiso District Local Government for what it described as strong accountability and value for money in the delivery of public programmes and projects. The remarks followed a physical verification visit to the district headquarters after technical officers appeared before Parliament on 31 August 2026 to answer audit questions raised by the Auditor General.

According to the district’s report, the committee reviewed several matters during the exercise, including the newly built Buloba–Kitawuluzi Health Centre III and Mutubagumu–Nangabo Health Centre III, ongoing road works such as the Bukasa–Ssentema–Kakiri road and the Kitemu–Kisozi–Nagalabi Spur, and the management of Parish Development Model and UWEP funds, as well as disposable assets like vehicles and motorcycles. Committee members said the district had provided the records and supporting documents needed to address the audit issues.

The committee also raised concern about the low recovery of Parish Development Model funds. Wakiso’s district officials said the district had received Shs 41.2 billion, with about Shs 36.2 billion disbursed and Shs 60 million recovered so far. The Chief Administrative Officer said the district would intensify recovery efforts over the next six months. The programme focal person also said some beneficiaries view the money as a grant, making recovery difficult.

The committee urged contractors to maintain quality and schedules on the road projects, and it recommended that the two health centres be officially opened so communities can begin using them. In general, the visit was presented as part of Parliament’s oversight role and a check on whether public resources are being properly used.
