What the report says

Israeli authorities are reportedly preparing to reopen Route 463 in the occupied West Bank for settler traffic, a move Al Jazeera says could isolate Palestinian villages around Ramallah and el-Bireh and split the governorate’s northern and southern areas. The road runs for about 10 km between the Jalazone refugee camp area and Ein Qiniya, and was originally built in the 1990s to link the Beit El and Dolev settlements. It was closed to both settlers and Palestinians after the Second Intifada began in 2000.

The report says the plan would affect eight Palestinian villages and two densely populated neighborhoods, including areas north, west and southwest of Ramallah. Local and Palestinian institutional figures quoted by Al Jazeera warned that reopening the route would force residents onto an already congested alternative road and deepen fragmentation of Palestinian movement and urban growth. Munif Treish, mayor of el-Bireh, said most of the road lies in Area B under the Oslo framework and argued that changing its use would violate previous agreements.

Al Jazeera places the move within a broader Israeli settler infrastructure push funded at 1.075 billion shekels ($355 million), with no fixed reopening date but reported pressure from the far-right government to advance the plan before Israeli elections. Palestinian monitors and civil society groups say the road would likely bring more checkpoints, land seizures and access restrictions, adding to movement limits that have intensified since October 2023. As reported by Al Jazeera, the issue matters because roads and related barriers in the West Bank can reshape access, land use and the territorial continuity of Palestinian communities.
