Former LCI Defence Secretary Arrested Over Alleged Forgery And Impersonation In Lira

Police in Lira City East Division have arrested a former local council defence secretary, Ogwang Jacob, over allegations that he forged and impersonated a current LC1 official when issuing introductory letters. According to Dokolo Post, the complaint was filed by Okwir Moses, the serving LC1 chairperson for Angwet Angwet A Cell in Angwet Angwet Ward.

Regional police spokesperson SP Patrick Jimmy Okema said preliminary inquiries indicate that Ogwang allegedly issued the letters on September 15, 2026, for two residents, Angom Jennifer and Akello Shallot. The letters were said to carry the stamp of the current LC1 chairperson, even though Ogwang no longer held that local leadership role. Police said the documents were reportedly meant for use with microfinance money lenders in Lira City.

The report says the women later learned from others that Ogwang was no longer in office and were advised to obtain the documents from the current chairperson. When the papers were presented at the LC1 office, the matter was reported to police. Ogwang was first held at Angwet Angwet Police Station before being moved to Lira City East Division Police Station.

Police said they plan to seek a search certificate to look for possible exhibits at the suspect’s home, and the file will be forwarded to the Resident Chief State Attorney for legal guidance. The case highlights the risks of unauthorized use of local government stamps and titles after officials leave office.
