Apac CAO arrested over alleged sleeping on job

The State House Anti-corruption Unit (SHAU) has arrested the chief administrative officer of Apac District over allegations of not taking action against the district staffs who have been mismanaging government programmes.

Emmanuel Olaboro Ejuku was arrested on Monday September 14, 2026 during the monitoring visit by the Minister of State for Economics Monitoring Santa Alum.

It was established that there has been massive theft of the restocking funds and extortion of the supposed beneficiaries of the parish development model (PDM) fund at the watch of the CAO.

He was also accused of not disciplining the civil servants who were arrested of theft of PDM funds.

Olaboro got into hot soup when he failed to explain why he kept on transferring problematic parish chiefs of which some were arrested and still have cases before the courts of law and have never been interdicted.

Before Olaboro was arrested, he presented before the minister the long list of civil servants accused of mismanagement of PDM and restocking funds but none of them has even been disciplined by his office.

“I have been in the office for only 1 year and most of these issues happened when I was not yet here at the district,” he said.

Santa Alum, the Minister of State for Economics Monitoring said that the CAO has been taken for further questioning.

“These are the civil servants who are directly under his supervision it was so unfortunate when the CAO didn’t have the information, he didn’t even know the names of the people that he supervises because of this we have taken the CAO for questioning so that we get into the bottom of the matter and person responsible refund the money,” she said.

Apac Resident District Commissioner, Andrew Onyuk said that some of these parish chiefs were arrested and they ensure that the money the stolen was recovered.

“We had several complaints about these civil servants and we made sure they were arrested and the matter went to court and they refunded the money they stole and some are still refunding up to now,” he said.
